Yet another official weather emergency is in force in New York City this winter as inch after inch of snow piles up on city streets and parks: the second snowstorm of 2011, and the year’s barely even started. But while kids may rejoice at the idea of another snow day, businesses — large and small alike — are hardly in celebratory mode.
